Personnel Changes at National Level

The U.S. Department of Labor (DOL) has reported that some staffing changes
are expected in the near future. Eugene Caso, who is currently the Director
of the Atlanta National Processing Center (NPC, Atlanta), will be moving to
a different position within the DOL. Dorie Fay, the H2A and H2B Program
Director for the NPC, Atlanta, is retiring. William Carlson, former Chief of
the Division of Foreign Labor Certifications (FLC) is returning from his DOL
position in Boston to a new FLC position at the DOL in Washington DC. Mr.
Carlson's name may be familiar to long-time MurthyDotCom and MurthyBulletin
readers, as he was instrumental in developing PERM as a replacement for the
prior labor certification and reduction-in-recruitment processing system.
His transfer to the Boston position was reported in our August 12, 2005

that also may be important to our readers, Stephen Stefanko, previously a
regional director and currently the Director of the Backlog Processing
Center (BPC) in Philadelphia, will be retiring during the first week of
July 2006.

Whenever there are changes among leadership at the DOL, there are usually
some changes in processes that follow. While some changes may be positive,
it is possible that some will prove challenging. We at the Murthy Law Firm
will monitor this situation and share our views as to whether these staffing
changes prompt other changes that will affect our readers.
