Mr. Ridge, the former Governor of Pennsylvania, was sworn in as the first
Secretary of the Department of Homeland Security in January 2003. The
Department of Homeland Security was created in response to the attacks on
the United States, September 11, 2001. All legacy INS functions are now
under the auspices of
DHS; the
umbrella under which fall the
USCIS,
CBP, and
ICE -
all pertinent to immigration issues.
