September 11, 2001 Report on Immigration Failures

The final National Commission Report on Terrorist Attacks Upon the United
States was released during the third week of July 2004. The report did not
provide substantially new information, but it did remind the government that
different government employees who dealt with immigration missed various
opportunities to detect the terrorists involved in the events of September
11, 2001. These failures included not discovering detectable false
statements on visa applications, not recognizing passports manipulated in a
fraudulent manner, not searching airline passengers identified by the
computer-based CAPPS screening system, not recognizing 'suspicious
indicators of extremism' on the passports, not having these persons on
certain watch lists, not detecting false statements to border officials, and
not investigating violations of U.S. immigration laws.

Since 9/11, the applicable governmental agencies have been working to
address these issues. It is hoped that this report will spur many government
employees to redouble their efforts in the weeks to come. We at The Law
