Errors on TSC I-130
Transfer Notices

The Missouri Service Center (MSC) has advised that an error was made in the
wording of certain I-130 transfer notices in December 2002. The I-130s in
question were transferred from the Texas Service Center (TSC) to MSC for
adjudication. The reason for the transfer was that MSC had some excess
capacity, due to a slow-down in a particular type of case that is designated
for filing with that center. Given this excess capacity, MSC offered to
assist other service centers with backlogs in I-130s. TSC was the first
center to transfer I-130 cases.
When TSC transferred the cases to the MSC, the wrong wording was used in the
text. The transfer notices advised that the cases had been transferred and
that the applicant would be notified of the interview appointment. This
language is typically used only when cases are transferred from the Service
Center to an INS local District Office for an interview. When a case is
transferred instead from one Service Center to another, the notice should
not mention an interview. Rather, it would usually state that the case has
been transferred to a different center for efficiency reasons.
TSC will be sending letters to the petitioners to correct the error. Texas
applicants will not have to travel to Missouri for interviews.
