Nonimmigrant Visa Processing at Juarez for B Visa Holders

The Consulate at Ciudad Juarez, Mexico has indicated that generally if a person has a B-1 or B-2 visa and seeks a new visa in a different category, the person will have to apply for the new visa in the home country. This position is consistent with that in most, if not all, consulates. When it is an applicant's first visa in the particular category, the Consulate may need to check the person's background and qualifications. Only the home country, or country of last residence, would be familiar enough with local issues to have the ability to conduct such checks.

However, Juarez has also indicated that they may be willing to consider applications from certain B visa holders applying for E, H, or L visas. The sponsoring employer must be a large and well-known U.S. or multinational company. The Consulate advises applicants wishing to make use of this procedure to contact them in advance to make sure their particular case meets the Consulate's criteria.
