2006 DV Lottery Registration Begins

The U.S. Department of State (DOS) advised on November 5, 2004 that the diversity visa (DV) lottery registration program opened at noon on November 5, 2004, and will remain open through noon on January 7, 2005. This registration is for the Fiscal Year (FY) 2006 DV lottery. The DV program is available for persons from countries without a high rate of immigration to the United States. Registration is only for the opportunity to be selected to apply for a DV green card. It does not guarantee selection to file for such a green card. One wishing to register should use the DOS DV Lottery Online Application Form. Once registered, a receipt will be sent bearing the applicant's name, date of birth, country of chargeability, and a time / date stamp indicating when registration was completed. This receipt is merely to confirm registration and does not confer the right to seek any immigration benefit, including, but not limited to, the DV green card. The DOS does not charge a fee for the DV program registration. The DOS will send notification of the winning entries by U.S. mail.

Since 2003, paper registrations have not been accepted. Last year a number of websites and other scams emerged to take advantage of unsuspecting applicants. While a potential registrant may wish to pay a qualified immigration attorney for legal advice regarding the DV registration process, one should not pay to file through a website or pay anyone to file via regular U.S. mail, as these are unlikely to be programs sanctioned by the DOS. Ultimately, one must use the DOS Lottery page cited above, which requires no fee, and obtain a receipt to verify that the DV case was properly filed and registered.
