Since October 1, 2002, nationals of certain countries who were previously subject to special registration requirements under the NSEERS Program, have been required to depart the U.S. through designated ports of entry (POEs). Special registration has been covered in several of our articles, including Special Registration Departure Requirements (October 18, 2002), available on MurthyDotCom.

On August 8, 2006, the U.S. Customs and Border Protection (CBP) issued a notice that, effective August 18, 2006, the Bell Street Pier 66 Cruise Ship Terminal in Seattle, Washington will no longer be a valid departure point for special registrants. The Notice also adds seventeen (17) additional POEs where special registrants will be permitted to exit, as of August 18, 2006. These ports are: Cincinnati / Northern Kentucky International Airport, Ohio; Cyril E. King Airport, U.S. Virgin Islands; Dunseith POE, North Dakota; Frontier POE, Washington; Jacksonville Seaport, Florida; Lukeville, Arizona; Mayaguez Seaport, Puerto Rico; Melbourne International Airport, Florida; Memphis International Airport, Tennessee; New Orleans International Airport and Seaport, Lousianna; Ponce Seaport, Puerto Rico; Rochester International Airport, Minnesota; Rochester-Ferry Terminal, New York; Savannah International Airport, Georgia; Southwest Florida International Airport, Florida; St. Petersburg / Clearwater International Airport, Florida; and Sumas POE, Washington. This now raises the number of POE exits to 115.

It is important for special registrants to follow the exit procedures and use the special AR-11 for any address changes. Besides MurthyDotCom, information on special registration requirements from the government can be found at the U.S. Immigration and Customs Enforcement WebSite.
