The U.S. Citizenship and Immigration Services (USCIS) is reporting that, due
to a large volume of case filings in April 2006, there is a delay in mailing
out most types of receipt notices. The USCIS assures those who have sought
premium processing that the 15-day review period will be honored and hopes
to have receipt notices back to regular processing times by mid-May 2006.

A receipt notice generally has two dates: a received date and a notice date.
The received date should reflect the day that the USCIS actually received
the filing. The notice date is the day the receipt notice is issued. The
receipt date is the relevant date for proving that a case was timely filed,
while a person still maintains valid nonimmigrant status. This earlier date
is often vital to demonstrate that a timely filing has been made, as
required for compliance with immigration laws.

We at the Murthy Law Firm have been noticing this delay in receipt notice
issuance. We appreciate that the USCIS has acknowledged the delay, so that
we can assure our clients as well as MurthyDotCom and
MurthyBulletin readers, that a delay in receipt notice issuance does not
necessarily mean that something is amiss with a case.
