The Office of Management and Budget (OMB) completed its review of the
Backlog Reduction Plan of the U.S. Department of Labor (DOL) on June 21,
2004. We reported this intended interim final rule in our April 30, 2004
MurthyBulletin article,
DOL: Two More Immigration
Regulations Pending at OMB, available on MurthyDotCom. Though
the full plan will not be revealed until the regulation is published in the
Federal Register, we expect the rule to permit the DOL to open two backlog
reduction centers, with one in Dallas and one in Philadelphia. More details
are available in our June 18, 2004 article,
Labor Certification
Update – June 2004, also available on MurthyDotCom.

At the June 2004 American Immigration Lawyers Association (AILA) conference,
officials from the DOL indicated that the DOL's backlog reduction plan will
be implemented before PERM. Therefore, we expect that the implementation
date of this plan will be less than 120 days from publication of the
regulation. We will continue to monitor the progress of this important
regulation and provide detailed analysis to MurthyDotCom and
MurthyBulletin readers once it is published in the Federal Register.
