Former INS Commissioner Comments on End of INS

In a March 4, 2003 Miami Herald article, James Ziglar, the preceding permanent INS Commissioner, wrote about the role of, and his hopes for, the INS now that its functions have been divided. In his article, Former Commissioner Ziglar called upon the Department of Homeland Security (DHS) to "maintain, and even strengthen, the [former] INS' traditional service function," though he recognizes that the placement of the immigration services functions into a department dedicated to security is "not a natural fit."
