Generally, the answer to this question depends upon the type of case. Immigration involves Federal Administrative law, attorneys licensed in one state can take cases throughout the U.S. However, for other legal matters that involve state law, such as criminal cases and divorces, it is necessary to have an attorney licensed to practice in that specific state.
