Can an RFE be issued on a pending I-485 even after the dates have retrogressed? Does the processing of an I-485 continue all the way to final adjudication after the dates retrogress, or does it halt?

Answer

The USCIS continues to process I-485s, even if the date is not current. They are processed through to a pre-adjudication point, where the only thing missing is the visa number. The USCIS can definitely issue an RFE without a visa number available and can deny the I-485 if there is a reason to do so. The I-485 just can’t be approved without a visa number. (27.Oct.2014)
