Is it possible to transfer an expired H1B from company A to company B while I am outside the U.S.?

H1Bs are not transferred from company to company. Thus, the expiration date is not important. If the person was counted against the cap and has not used all of the six years of H1B time, it is usually possible to file for H1B as cap exempt. This can be done from outside of the U.S. (11.May.2015)
