The U.S. Consulate in Chennai, India has been forced to close December 3 and 4, 2015, because of the widespread flooding in the city. Those with appointments scheduled for those two days are asked to reschedule. The full statement from the Consulate is as follows:

In the interest of public safety, and due to the flooding in Chennai, the U.S. Consulate General in Chennai will be closed for normal Consular operations, including nonimmigrant visa appointments and non-emergency American Citizen Services (ACS), on Thursday, December 3, 2015 and Friday, December 4, 2015. The Chennai Visa Application Center will also be closed on Thursday, December 3 and Friday, December 4. We encourage applicants to monitor [the Consulate’s] website for updates and to reschedule appointments by logging in to their account on http://ustraveldocs.com/in (for visa applicants) or the Consulate’s website (for American Citizen Services applicants). Appointments can be rescheduled for a future date in Chennai or at other Consulates within India or at the Embassy in New Delhi. The Consulate General regrets any inconvenience this may cause. The American Library and EducationUSA Chennai offices are also closed on Thursday, December 3 and Friday, December 4, 2015.
