NewsFlash! Sep 2013 Visa Bulletin: EB2 India, EB3 Advance

The U.S. Department of State (DOS) Visa Bulletin for September 2013 advances the cutoff date in the employment-based, second preference (EB2) category for India by more than five months, to June 15, 2008. Movement in the employment-based, third preference (EB3) category is even more substantial. For India, the cutoff date moves forward to September 22, 2003. Meanwhile, EB3 for China, Mexico, and all chargeability areas except those listed leaps forward by a year-and-a-half to July 1, 2010. The DOS notes, however, that there will likely be little forward movement for most employment-based categories over the next couple of months, and does not rule out the possibility of retrogression.

There is little-to-no movement in the family-based categories. The family-based, second preference “A” (FB2A) category for spouses and children of lawful permanent residents (LPRs, or “green card” holders), remains current; but, the DOS expects a cutoff date to be implemented for this category by next month.
