Answer

There is no minimum number of onsite subordinates required for an L1A extension, the USCIS will evaluate on a case-by-case basis. What is important is the professional nature of the positions supervised and the detailed duties of the L1A manager. Generally, USCIS is looking for the management of professionals rather than a functional manager. Therefore, USCIS expects the L1A manager to be doing less technical duties and more supervision. It is possible to include some offshore resources as subordinates but that does make it more challenging to establish the direct management. (18.Sep.2017)
