September 2019 Visa Bulletin

The U.S. Department of State (DOS) has released the September 2019 Visa Bulletin, which is the last visa bulletin of fiscal year 2019. There is some forward movement in several categories, due to an unexpected drop in usage. Meanwhile, a number of other categories retrogress, and a few are even unavailable for the month of September. All cutoff dates referenced refer to the dates in the final action (FA) chart, unless otherwise specified.

Visa Bulletin Summary

Employment-Based, First Preference (EB1) Category

EB1 for India is unavailable in the September 2019 Visa Bulletin. The cutoff dates for EB1 China retrogress to January 01, 2014. For all other countries of chargeability, the cutoff date moves forward to October 01, 2017.

Employment-Based, Second Preference (EB2) Category

In September, EB2 India moves very slightly forward to May 08, 2009. EB2 China, meanwhile, remains at January 01, 2017. The EB2 cutoff date for all other countries of chargeability advances to January 01, 2018.

Employment-Based, Third Preference (EB3) Category

EB3 India retrogresses to July 01, 2005, and EB3 China retrogresses to January 01, 2014. All other countries of chargeability remain at July 01, 2016.

EB3 Other Workers

With the exception of China, the cutoff dates for EB3 other workers are the same for each country as their respective EB3 cutoff date. For China, the cutoff date for EB3 other workers remains at November 22, 2007.

Employment-Based, Fourth Preference (EB4) Category

The EB4 category in September is unavailable for all countries of chargeability.

Employment-Based, Fifth Preference (EB5) Category

EB5 India moves forward to September 01, 2017. EB5 China also advances, to October 22, 2014. The EB5 Vietnam cutoff date moves up by a few days, to October 22, 2014. The category remains current for all other countries.

Conclusion

It is not unusual for employment-based categories to retrogress at the end of the fiscal year, and then recover in October.
