If Company A submits a registration for me and it gets selected, can Company B file the H1B petition for me?

Answer

No. If Company A submits the registration that is selected, generally speaking, only Company A is permitted to file the corresponding H1B petition. The individual listed in the registration is not considered to have been counted against the cap unless the H1B petition is approved, and the person either is granted H1B status or is issued an H1B visa at a consulate.
