DOL Issuing LCs via eMail During COVID-19 Crisis

The U.S. Department of Labor (DOL) has announced that, from March 25, 2020, through June 30, 2020, the Office of Foreign Labor Certification (OFLC) generally will be sending certified labor certifications (LCs) (i.e., form 9089) by eMail, instead of through the U.S. Postal Service, or “regular mail.” This action is being taken as a response to the COVID-19 epidemic.

Per the announcement, the LC then should be printed, and then signed and dated by the foreign worker, the attorney or preparer (if applicable), and the employer, prior to filing the I-140 form with the U.S. Citizenship and Immigration Services (USCIS).
