For my H1B extension, my client has refused to provide a client letter. Can we instead submit an eMail from Client Manager confirming that I work there?

Answer

A client letter is never required – it is merely one type of evidence that can be provided. In practice, however, if no client letter is provided, an RFE is quite likely. A detailed eMail from a client manager will sometimes, but not always, suffice. Contracts and SOWs with the end-client can also be submitted, if available. (01.Apr.2019)
