If you have an approved H1B extension and are currently in the U.S., can you travel to India, get a visa stamp (when consulates reopen) and reenter?

Answer

By its terms, the proclamation only applies to people who are NOT in the United States on the date that it went into effect (i.e., June 24, 2020). Therefore, one who was here on that date, should be able to travel and receive a visa “stamp.” However, there are still uncertainties as to how this order will be enforced. Further, one likely would need to wait until the consulates reopen. (06.Jun.2020)
