Do you have any additional details on the merit-based system that Trump mentioned? Will it apply to future EB2/EB3 applications?

Answer

The “merit-based system” discussed by the Trump Administration was merely a proposal. There is not even an active bill in Congress to effectuate such a change, so any speculation on the requirements is premature at this point. And, chances of such a bill being signed into law before the elections in November seems extremely unlikely. The Presidential Proclamation mentions that the administration will review EB2 and EB3 cases to determine how such cases will impact the U.S. labor market to determine future restrictions against such candidates.
