After I filed my I-485, the cutoff dates retrogressed. Once my priority date becomes current again, do I need to take any action for the USCIS to resume adjudicating my application?

My employer is filing an H1B amendment to add an additional work location, but everything else in the petition is the same. Can this be filed for premium processing?

I looked at pending I-485 documents from the USCIS website. There are 400+ pending in EB3 and 1,5000+ in EB2. What does this mean in terms of movement in priority dates?
