My H1B visa was refused by the consulate because they had concerns related to my employer’s right to control my work. My wife is in the U.S. working in H1B status. Can I now apply for an H-4 visa?

Can my employer sponsor me for a green card while I am on OPT? Or, do I need to first obtain H1B status before the green card process can be started?

My H1B petition was filed using premium processing, and the USCIS website now shows that the case was denied. Will the employer / attorney receive an eMail notice explaining the reason for the denial?
